MassDOT Highway Deputy Chief Engineer John Bechard shared important FY26 Advertising information with ACEC/MA on November 26, 2025.
Here is a listing of FY26 State and Municipal Projects currently programmed for Advertising in Federal Fiscal Year/FFY 26 (10/4/25 thru 9/30/26) with firms that are listed as the Design Consultant. Some of these projects may be on behalf of MassDOT or other State Entities, such as DCR. Given MassDOT’s focus for on-time delivery of projects, all projects which firms are listed as the designer for Federal Aid Projects in FFY26 have been included in the attached spreadsheet.
As part of MassDOT’s efforts to develop a more evenly balanced Capital Delivery Advertising Program in partnership with the Regional MPO’s, we have instituted locked-down Advertising (AD) Dates with our Project Managers the past 7+ fiscal years; Locked-down AD Dates were established for FY 19 through FY25 with measurement of ‘on-time’ delivery for Advertising within 30 days of the lockdown dates for all PM’s. For the last 7 years, our PMs achieved on-time performance metrics within 30 days of lockdown AD Dates as follows:
- FY19 – 78%
- FY20 – 58.5%
- FY21 – 93.4%
- FY22 – 86.7%
- FY23 – 79.4%
- FY24 – 85.5%
- FY25 – 76.6%
MassDOT is striving to improve the ‘on-time’ performance measure moving forward for FY26 and value the input from its State Consultants, Municipal Partners and their Design Consultants. MassDOT’s PMs did not achieve these ‘On-Time’ Performance Metrics over this timeframe alone, consulting firms’ efforts have been recognized as a tremendous contributing factor.
The best way to achieve these metrics is with knowledge and information; therefore, MassDOT is sharing the FY26 Advertising program with all of its design consultants, MPOs and Municipal Partners. If you review this list and recognize anything that appears inaccurate, please contact MassDOT Highway for discussion and resolution.
This past summer, MassDOT completed a similar effort to lock-down AD Dates for FY26 which started the first Saturday in October (10/4/25). MassDOT PMs set those lock-down AD Dates for the FFY26 Capital Delivery Program, based on updated design schedules from designers, such as yourselves, and with input from Environmental, ROW and District Office reviewers.
MassDOT has experienced continued success with our Priority of Projects (PoP) Meeting that they conduct on a weekly basis with PM’s and staff from Environmental, Right of Way and Sr. Leadership as well as District Project Development Staff; we have initiated a similar Priority of Projects (PoP) Style Meeting for MassDOT’s Municipal Projects with Cities/Towns and their Design Consultants from 2022 through 2025. MassDOT’s first Municipal PoP meeting for the FY26 AD Year is scheduled for Tuesday, 1/13/26 from 9:30-11:30, which is the regularly scheduled time for the PoP mtg. with PM’s and review groups. MassDOT will send out an MS Teams Meeting Invitation to key contacts from the Prime Consultant firms for their teams’ participation in the 1-2 weeks approaching PoP. MassDOT PM’s will be reaching out to PMs at firms to collaborate in the future on the Muni PoP mtg. Please notify MassDOT Highway if you have any questions or require additional information regarding this important mtg.
So that you may plan for the future, MassDOT has tentatively set additional Municipal PoP mtgs. for 3/24/26, 6/23/26 and 8/18/26 respectively. More information and meeting invitations will be sent as we get closer to those dates.
Thank you for your efforts and support with our Capital Delivery Program.
