SMART Review and Stakeholder Questions

Dear SMART Stakeholder:

The Massachusetts Department of Energy Resources (DOER) is currently conducting a review of the Solar Massachusetts Renewable Target (SMART) program. The primary areas of focus of the review include, but are not limited to:

  • evaluation of current solar costs and project revenue requirements across sector; and
  • evaluation of potential SMART program improvement.

To assist in this review, DOER has engaged an independent consultant, Sustainable Energy Advantage, LLC, to undertake an assessment of the SMART program. To help inform the SMART review, DOER is soliciting responses from stakeholders on a series of questions. The questions can be found on DOER’s website. DOER requests commenters number their responses to the corresponding question.

The deadline for submitting written comments on the questions is Friday, February 2, 2024 by 5pm. Written comments should be submitted to [email protected] and copy [email protected] and [email protected] with “SMART Review Comments” in the subject line. As an alternative, the public may submit written comments via mail to the Department of Energy Resources, 100 Cambridge Street, 9th Floor, Boston, MA 02114, attention Samantha Meserve.
