The MBTA has shared advance notice of upcoming changes to its on-track protection program and related training requirements for contractors, consultants, and vendors who require track access on MBTA projects. These changes are being implemented in response to new federal requirements and will include a transition from the current Right of Way (ROW) Rulebook to a new Roadway Worker Protection (RWP) program.
The new program is expected to be rolled out line-by-line during the second half of 2026 and will introduce updated rules, procedures, terminology, documentation requirements, and training standards. Personnel who foul the tracks as part of their work duties will be required to complete updated training before accessing the track, and contractors performing roadway work will be required to obtain roadway worker-level certification through a one-day, in-person course. The MBTA has also indicated that it intends to begin charging a per-person training fee following the initial rollout of the program.
While many implementation details are still being finalized, ACEC/MA wanted to make members aware of these upcoming changes so firms can begin considering any potential impacts on project staffing, training, and field operations. ACEC/MA and the MBTA Partnering Committee will remain in close coordination with MBTA leadership throughout the rollout of the new program and will share additional information as it becomes available. In the meantime, members are encouraged to review the linked notice and contact ACEC/MA with any questions or feedback.
