MassDEP has opened the project solicitation period for the 2027 Clean Water and Drinking Water State Revolving Fund (SRF) financing cycle. Municipalities and other eligible borrowers seeking SRF financing must submit Project Evaluation Forms (PEFs) through the eSRF Portal by 12:00 PM on July 24, 2026 to be considered for inclusion in the 2027 Intended Use Plan. Additional information, including application materials and portal instructions, is available through the MassDEP SRF program webpage.
For ACEC/MA member firms, the solicitation period provides an opportunity to work with municipal clients to identify and advance eligible drinking water, wastewater, stormwater, and resilience projects that may benefit from SRF financing. MassDEP noted that projects addressing PFAS, sewer overflows, nutrient reduction, and climate resilience continue to be priorities within the program.
MassDEP will host a virtual information session on June 18 at 1:00 PM to provide an overview of the program, application process, and key deadlines. Interested stakeholders can register online in advance. The Department has also announced that the Asset Management Planning (AMP) Grant Program will be paused for the 2027 funding cycle. In addition, communities should be on the lookout for upcoming outreach regarding EPA’s 2027 Clean Watersheds Needs Survey, which helps document wastewater infrastructure needs and inform future federal funding decisions.
