Board of Registration Proposes Regulatory Changes to 250 CMR

Massachusetts Board of Registration Proposes Regulatory Changes to 250 CMR as part of UK Mutual Recognition Agreement

These Proposed changes to 250 CMR will be the topic of a virtual public hearing on January 5, 2026 at 9 am. This post will be updated with the link to the public hearing when it is available.

Summary of Issue

On September 25, 2025, the Massachusetts Board of Registration of Professional Engineers and Land Surveyors took an initial vote in support of amendments to 250 CMR that would allow engineers from the United Kingdom (UK) to practice in the US and vice versa and to blend expertise between the UK and states in the US. To date, thirteen other boards have signed on to the UK Mutual Recognition Agreement (MRA) through various efforts of British Consulates across the US while 28 other boards have signed intents to participate. There have been some UK engineers who have come to the US and received licensure in other states through this MRA so far.

The UK MRA is specific to the UK but the proposed regulatory change would allow for any other foreign jurisdiction.
