Introduction
Every year, the American Council of Engineering Companies (ACEC) and the National Society of Professional Engineers (NSPE) partner to create the Qualifications Based Selection (QBS) Awards Program. The purpose of the QBS Awards Program is to recognize public and private entities that make exemplary use of the QBS selection process at the state and local levels. In turn, the QBS Award winners provide examples of how well the QBS process works, and helps ACEC and NSPE promote the practice of QBS in states that are not currently using QBS for the selection of engineering and land surveying services.

ACEC/Massachusetts presents a Massachusetts award for both Government Sector and Non-Government Sector entities.  The winners of the Massachusetts Awards will be entered into the national ACEC/NSPE QBS Awards Program in July.  Recent past winners of ACEC/MA QBS Award include MassDOT HIghway Division, the Massachusetts Division of Capital Asset Management (DCAM), and Massport.

Winning is Just Part of the Competition
We all want to win when we enter a competition. In the ACEC/MA Qualification Based Selection Awards, everyone is a winner. By entering the competition, your participation will help share best practices in QBS.  You will be contributing to the engineering profession and built environment as a whole.   Studies have determined that QBS offers better cost and higher-quality construction than ‘lowest bid.”  Help us educate others on the importance of QBS.

Call for Entries
ACEC/MA is now seeking nominations for the 2011 ACEC/MA QBS Awards, honoring entities that use qualifications based selection to retain professional services.

Two categories of Award
There are two categories of ACEC/MA QBS Awards:

  • Government Sector
  • Non-Government Sector

Government Sector entities include states, municipalities, local governments, departments or agencies of government, school districts, university systems, public utility systems, research laboratories (if publicly funded), special purpose districts, and the like.

Non-Government Sector entities include private corporations, privately-funded research labs, private utility companies, design professionals, construction contractors, developers and any non-government entity that uses professional services on a regular basis.

These lists are indicative, but are not meant to be considered all-inclusive.

Mandated and Non-Mandated QBS
Public entities operating under mandated QBS (Mini-Brooks Law) procedures are also eligible if they have demonstrated exceptional leadership in qualifications based selection.

Nominations from non-mandated public entities will receive priority consideration, if all other criteria are rated equally.

How to Submit an Entry

  • Please be sure to consult your nominee before submitting their name and entry.
  • Complete the registration form at:   http://acecma.org/acecma/file/QBS%20Award%20Application%20for%20MA%202011.doc   and email it as a WORD DOCUMENT with attachments (pdfs are fine for attachments), if applicable, to  acecma@engineers.org  by June 30, 2011 at 5 PM. 
  • Note that the maximum file size for the email attachment is 2MB.  It is the sender’s responsibility to ensure that the email is received.

Entry Checklist
    Nominee (Client) has been consulted and approves entry
    Form is completed and meets prescribed requirements, including submission of the application in WORD (pdfs for any attachments are fine).
    Email file size does not exceed prescribed limit of 2 MB
    Written procurement process has been included, if available

Entry Deadline
The deadline for nominations for the ACEC/MA QBS Awards is 5pm at The Engineering Center on Thursday, June 30, 2011 via email to  acecma@engineers.org

Judging Criteria
Judging for the ACEC/MA QBS Awards will be carried out jointly by the ACEC/MA QBS Committee and ACEC/MA Awards Committee. It is important that the entry forms are legible and fully answer the questions within the prescribed guidelines.

Massachusetts Awards

  • The winners of the 2011 Massachusetts QBS Awards will be submitted for consideration to ACEC national in Washington, DC in July.
  • The winner will be recognized during an ACEC/MA Program in the Fall of 2011.
  • National QBS Award recipients will receive an engraved trophy and will be honored during the ACEC Fall Conference in Las Vegas, NV in October 2011.  Their travel and lodging expenses will be paid by ACEC.
