ACEC Online Series Offers Important Insights on New AASHTO Audit Guide

After playing to a packed Fall Conference audience, ACEC's programs on the new AASHTO Uniform Audit and Accounting Guide are being presented online.

The new Guide—which FHWA plans to incorporate into future regulations—will change how engineering firms are compensated and audited. ACEC’s new online seminar series begins October 27 with an overview of the new Guide, and continues with a focused look into specific elements of the Guide in subsequent seminars through early December.

First in the series, AASHTO’s New Uniform Audit and Accounting Guide: New State DOT Compensation and Audit Rules That Will Affect Your Bottom Line, will be offered October 27 (and on November 10), from 1:30-3 p.m. EST.

This unique overview will be presented by Jerry J. Jones, chair, AASHTO Subcommittee on Internal and External Audits and commission auditor for Michigan DOT; David Bruce, program analyst, FHWA; and Lynda Konomos, external audit manager, HNTB Companies and chair, ACEC Audit Subcommittee. Discussion will detail the major changes and new requirements, as well as how the new rules will be implemented and enforced.

Sessions in the series will cover such topics as:
•    New guidance and procedures for determining reasonable compensation
•    The creation of a National Compensation Matrix
•    Guidance on allowable and unallowable costs in your overhead
•    New CPA overhead audit and testing requirements, as well as guidance for hiring a qualified CPA firm
•    Requirements for establishing and demonstrating internal controls
•    Full implementation of Cognizant Audits
•    The Appeal Process—What to do if your state DOT client does not accept your cognizant audit, imposes state specific caps or does not follow FAR

AASHTO’s New Uniform Audit and Accounting Guide: New Rules on Allowable and Reasonable Compensation

The newly approved AASHTO Uniform Audit and Accounting Guide updates compensation and audit guidelines used by state DOTs, affecting the way every A/E firm with DOT clients does business.

On Nov. 5, 1:30-3 p.m., EST, the second in ACEC’s series of online seminars—AASHTO’s New Uniform Audit and Accounting Guide: New Rules on Allowable and Reasonable Compensation—will be presented by Dan Purvine, Kimley-Horn and Associates, Inc., and Lynda Konomos, HNTB Companies. Both presenters served as members of the AASHTO-ACEC Steering Committee that collaborated on the development of the new Guide.

Participants will get a detailed explanation of the new compensation guidelines, focusing on the critical difference between allowability and reasonableness of compensation, as well as the steps every firm must take to determine reasonable compensation, including how to perform a compensation analysis that will be accepted by DOT clients.
